Its not like your trying to run the pump with marginal capacity. Guessing your pump is 1HP or less your generator capacity is many times over large enough and if your tractor has enough power to move on its own it has enough power to run the 1HP pump. I think you have generator issues but it's a pure guess based on a small amount of information given. At the least you need to get some voltage readings and hertz would be peachy. Check at the generator with no load and when you apply a load.
