If it is 4 or 5 seconds quite normal, if 10 to 15 seconds it could be linkage. Make sure the pivots in the links from the hand lever to the strange little bell crank on the top left of the cylinder head are all pretty much not ovaled out. Next make sure the small springs in that little bell crank are in place with no looseness, and not over tight. Next have someone move the hand lever as you watch the governot lever on the back of the governor to assure it is moving with the lever. If this does not fix it. it could be the linkage inside that "elbow" like thing that attaches to the carb through a tube. or the governor as noted below. Jim
