In order for there to be an explosion, there has to be the right mixture of fumes and oxygen in the tank. Too many fumes, not enough fumes, too much oxygen, not enough oxygen can all prevent explosion.
If the tank just contained gasoline the fumes in the tank will present an explosion risk.
You can air out the tank for a few weeks, flush it with water several times, fill it with exhaust fumes from a lawnmower/quad/vehicle... all of these will disrupt the air/fuel mixture enough to prevent explosion.
Most likely though the bung for the drain plug is soldered on. Too much heat and it will fall off so you have to be careful.
