The advice of taking it to a shop is a good one, since the machine is not yours. But assuming you want to fix it yourself, think about this: The only difference to the transmission regarding whether the engine is running or not is whether or not its pully is turning. I am guessing that the pully never stops turning when you push in the clutch (belt is too tight). Most of these machines have some sort of adjustment, in addition to the spring tension from the clutch. Look on the transmission itself. One I used to have had an adjustment bolt that angled the transmission forward or back to properly tension the belt.
