I do not believe that is true. That needs better documentation than some guy blabbing on the radio.
What is true, and has been for some time, is that third-party repair shops often don't have access to the information necessary to diagnose and fix specific error codes.
It is also true that vehicles with "connected services" such as OnStar often can send error data back to the OEM. I have had this happen with my 2017 Chevy 2500HD, even though my OnStar and WiFi subscriptions have lapsed. If my truck sets an error code, it gets sent to GM and I receive a notification by email. I can still read and clear stored error codes with my scan tool.
