I've had some luck freeing them but removing the valve cover and then using vise grab or some such thing to grab the end of the valve and turn it as I am pulling up on it. Also helps if you fill that cylinder with ATF and then turn the engine over so the ATF get to the valve it self and let it sit a day or 2 so the valve is socking in the ATF before trying to rotate and pull on the valve
