I wouldn't say it is a beast, but it certainly is not a compact tractor with a hoe and will not act like one. Those machines were not the most sophisticated but they would dig. They perform best at 3/4 throttle and above, where they were intended to run.
That sounds like the hydraulic pump is good, that is a plus. There is a main pressure relief valve; however you do not lower the relief pressure setting to slow it down. Speed is volume, pressure is force. If you lower the pressure you will lose hydraulic power and it will likely be just as fast.
I have to believe your Dynahoe is operating properly. The control valves on the hoe are not intended to just be pulled or pushed fully open every time you move one. Operators feather the controls. Another thing that usually slows and smooths them is to work two functions at a time. After you spend some time operating it, you will learn to feather the valves. JMHO
