Met a guy at a rest area a few years back that had a big Honda motorcycle with all the farings up front. He had a very small dog that rode up there on a dash board. Had his own leather jacket. There was a loop up there and a very short leash to keep him in place. You might get by with some sort of deep box that you clip him in so he can't raise his head too far out. Sitting.....OK. Starting to leap out, the leash draws him tight.
