The industry-approved rim widths for 13.6-38 tires are 11" and 12" with 12 being the preferred. 12.4-38 tires are designed for 11" and are also approved for 10" rims. If you have 11" rims the 13.6 tires will work fine. If your rims are 10" the tires would still work but will look "sucked in" at the beads and maybe overly "rounded" across the tread face. Just because a tire isn't "approved" for use on a certain rim width doesn't mean it won't work, it just means that you could have consequences and trade-offs that wouldn't happen if mounted on a correct rim width.
