I have the 13.6 tire on the narrower rim on 2000 and 3000 Fords, Kelly Springfield 2000s. On the sidewall is a note as to the size and after the size is posted is a dash and the words: "on a 12" rim". Both tires, of which you asked are listed as options for these tractors. I have other 13.6 x 28s that have no such markings on my 3910 but I know not the rim width. They do seem to be wider but not sure if it's my imagination or a wider tire/rim.
