If it has 3-wires to the shutdown solenoid, it is dual circuit.
One circuit pulls the solenoid off and the other circuit holds it so it can run. It sounds like your pull circuit is working and your hold circuit is not working.
You will have to determine whether it is the solenoid itself or the control module or if it is just a bad ground to the module. Neither is cheap.
