From what I have heard about the SD packing house that was closed, all the plant employees are immigrant workers. Chances are many are illegally there.
Main reason for that, no one else wants the jobs.
Low pay, horrid conditions, no benefits. One of those "be at work or else you're gone" places. That leads to people coming to work sick.
Then there is the home conditions. Multiple families living together, 15 people sharing a house better suited for 3.
No wonder they are all sick!
So, would it even be possible to keep it open? Where would they get replacement employees on such a short notice? Where would they live? What would they do with the current employees?
