If they are 13.9x24, the rim diameter is 24 inches, tire "SECTION WIDTH", where it bulges out at the bottom will be 13.9 inches, above that bulge it will be around 12-13 inches wide depending on rim width. Your rims are probably 11 or 12 inches wide bead-to-bead, where the tire seats against the rim.
You could probably put an 18.4x24 tire on your rims but they would bulge out from the rim terribly, the tread would be very rounded and the outside edges of the lugs wouldn't touch the ground. If the tires are 16.9x24, the 18.4x24's would probably fit better and work better, your rims would be 14 or 15 inches wide. If we knew what your tractor was, make & model, it would help us recommend what you should do. If by chance your tractor is front wheel assist the tire sizing factors in a certain amount of "Lead or Lag", meaning the front wheels turn faster or slower within a certain amount, and you shouldn't stray from factory available tire sizes.
