I assume this is with the system running/compressor running,, that reading tells me you have a partly restricted receiver drier,, if you can add freon and get it to 130-150 psi on the high side and 10-30 psi on the low side and it cools fine I would run it,, if it still wants to be in the vac to 10 psi range with high side up to 150 (the reading change with out door temps) and is not cooling like normal I would change the drier out,, I also suggest you vac out the system for at least 20 min before charging again after the drier is replaced to remove all air and any moisture in the system,, if you find a high amount of oil int he lines when you are draining the system let it come out and drip from the lines for a 1/2 hour or so,, this condition is not out of the norm if the drier is plugged,, cnt
