As said, they are non foulers.
But, try running the hottest plug you can find that will fit, which will be a pretty limited selection.
Change the oil, go with 15w40 diesel oil.
Replace the thermostat, go with a 180 or 195.
Be sure the ignition system is in good condition, maybe a new set of spiral core wires, make sure the distributor is working properly, shaft is tight, timing set.
Real good chance the air cleaner mesh is packed up, it's difficult to get out but if it's dirty it will have to be done.
Be sure the carb is right, not flooding, main set properly, not too rich.
While the tank is off cleaning the dirt and rust out... Set the valves. While the valve cover is off clean the vent tube.
Doing all this might solve some of the fouling problem. Needs to be done anyway, normal procedure for a used tractor!
