There are several interlocks that prevent deck engagement, and starting. They are connected so that it is as safe and frustrating as possible. I am sure there is one under the seat to make sure a body is sitting where they can control the systems. There is likely one on the clutch, and the shifter (likely). I do not know how electrically experienced you are, but with a diagram/manual, it would take about 15 minutes, without and experienced about 20 minutes.
