Power the gauge (switch on), Unhook the wire coming from the gauge to the sending unit from the sending unit terminal. Ground the wire. If the gauge reads full with the wire grounded the gauge is good. Hook the wire back to the sending unit terminal. Run a jumper wire from a sending unit to ground and see if the gauge works then. If it does add a permanent ground wire. With the sender out of the tank you can use an ohmmeter (one lead on the terminal and the other to the mounting surface of the sender) to see if the ohms change as you move the float. If they don't change the sender is bad. since you said the gauge went full scale when you grounded the sender terminal it sounds like your gauge is good, but do all the checks to confirm things.
