If I read it right you said there is a shut off forward of the tank a bit. Might look for something there by opening the line at the shut off. I had a guy dad was getting some wood from had a slug of silicone like slim in the filter base would let some fuel flow but not enough for the tractor to run for long. It got inside the passage ways of the filter base on a 584 or such .
