All good ideas for you to consider already provided to you. My preference is a 40 grit flap disc on a 4 1/2 inch grinder as the first step. Be most diligent in the area where the bed touches the rim. That removes the mountains and leaves the valley if one could take a microscopic look at the surface of the rim or any metal. There will be a noticeable difference in the before and after feel of the metal surface. Follow that with some sand blasting, followed by a muriatic acid or Ospho treatment. At that point I used up some old paint. It does not matter the color as the tube and tire will not care. About 4 coats of that and you will have a smooth surface for the tube.
