I go to Portland for at least one day every even year and sell parts at Rantoul every odd year. I tell people that you need to get to both at least once. Both are great shows.
At Portland, there are many carts running around. Watch for people on foot if you're on a cart, and vice-versa. Portland marks the flea market area for one-way traffic, but many seem to think this is optional. This show has always had a lot of engines on display and running--thousands of them. Some engines are running all day, but in the late afternoon/early evening most are running in the engine area. A walk around the engine area when they are just about all running is an experience. There's also several hundred old tractors on display. Some older construction/industrial equipment will also be there, and they have an area where they can work it. There's quite a bit of antique lawn & garden equipment, too. There will be sawmills working, and a small strip of land where some tillage is done. Some steam engines are there, and working. There are nice shaded areas to relax in and the area near the grandstand gets packed around noon as many of the food vendors are there. There's a large flea market and you can find just about anything there. There's a lot of engine/engine parts vendors, antique ag parts vendors, tools, and more. Don't wait until late afternoon to visit the flea market. Most of Portland's flea market/parts vendors seem to wrap their day up around 5 o-clock.
