Chances are they came off the same assembly line. Be nice to know what the operating ohm range of the sender is supposed to be, but finding that could be difficult.
Have you looked at a wiring diagram or parts break down to see if there is a voltage regulator on the instruments? Are there any other electric gauges, and are they also reading high? Usually if there is a regulator it will power all the gauges, and if it is bad all the gauges will read high.
