Disconnect the line at the carb, see what kind of flow you get there.
It should flow a full stream out the line, not a trickle or slow to a drip. There should be a screen in top of the sediment bowl, and possibly another inside the tank above the sediment bowl/valve assembly. Be sure the cap is vented, even if it says vented, try loosening it. Sometimes the vent gets clogged.
If good flow there, look inside the fitting where the line attaches to the carb, most have a screen inside.
If that is good, double check the float level and drop. Be sure nothing is binding the float and that it is not touching the inside of the bowl.
Mixing needle and seats is not a good idea. If the new one is sticking, find out why. It could be defective, the needle might be too tight inside the seat bore. If too much pressure was applied to the needle it could have cut into the rubber tip. Look at it with a magnifying glass. The tip should have a smooth taper. If the original needle/seat was working, no flooding, try putting it back in.
How is the inside of the tank? If it's dirty or flaking rust you will have ongoing carb problems. Inline filters don't work well with gravity flow systems.
