It's Dexta not Dextra.A common misspell,Misspronuciation.The little lever is so you can pump the fuel by hand without the engine running to prime the system after fuel filter replacement etc. The surge in the engine speed at idle is probably due to the filter for the diaphgram on the govenor. It's at the back of the dia. of the inection pump. Has a small nut to retain the cover.Filter is mesh metal and can be cleaned and reused. Bad diaphgrahm can also cause trouble such as hardened etc. Did you ever get the right info on the cold start ? The old Dexta with pneumatin governed injection pump (pump on left side of engine) had a primer pump on the tank fuel valve that was pumped several times before applying the manifold heater, after the heater had been applied for one min. or more the starter was applied.(That is if their was any more juice left in the battery after heating)Their was a small fuel line from the primer to the manifold. Their was also a vaccumm line from the manifold to the pneumatic governor. Don't get the two confused. The primer was a short lived part and may have been discontinued as some others have suggested.
