That was normal for a worn out vane type pump they came with new. Had that same problem back in 1980 on one. Ended up traiding the NAA on a 1965 Ford 4000 with front loader. Could have had the vane pump replaced with a piston pump but due to rest of tractor being wore out needing a complete engine overhaul why we traded But we were still using the NAA for heavy field work and the 4000 was a 52 Horse power tractor while the NAA was a 30 horse tractor so being it gave us a bigger horse in field working ground why we went that way. Had a 44 2N Ford as well that I still have. I have no idea if new pumps are avaible now but your problem is not in the lift part under the seat but the pump on the right side of the engine.
