So it stayed running ok before it was rebuilt, but started hard. Now it starts hard and won't stay running. Is this correct? You had the pump rebuilt by an injection pump shop? You have the pump back on and have started it, but have not changed the fuel filter. Get the filter changed, I would have done that first before hooking up a rebuilt pump.
Check for a possible restriction in the fuel system from the tank to the pump. I believe there is a screen inside the tank attached to the tank shutoff tap. Check to see that the fuel return line is not plugged or restricted. Try leaving the fuel cap loose to see that it is not pulling a vacuum in the tank (not likely from your description). Is the air filter clean? Is the fuel stop going all the way to the run position?
If the fuel system checks out ok it may be time to do a compression test.
