Changing the filter isn't difficult. If the filter is getting plugged up with rust then your gas tank is probably rusting and left unchecked could rust through where it would leak. You would need to remove the gas tank and clean out the tank with phosphoric acid. Put some nuts and bolts in the tank while you do it to break loose any loose particles. Once it has been rinsed out and dry coat the inside of the tank would need a fuel tank liner to prevent it from rusting again. It's like pouring a quart of paint inside the tank and you tip the tank at all angles to insure 100% coverage. Then pour out the excess and allow the liner to dry. Of course to do this you have to remove the fuel pump and sending unit so it just the sheetmetal tank you are working on. If it were me I would plan on putting in a new fuel pump at the same time.
