The stroke control valve is what controls the hydraulic pressure in the hydraulic pump of your 4240. If you are not familiar with it I would suggest finding someone who is. The stroke control valve can be removed by removing a plug with a set screw and jamb nut from the under side of the pump. This plug is in the control head of the pump and not one of the radial plugs in the pump body. With the plug, spring and valve removed, a very very brief engine start and shut off and then reinstallation of the plug should put you back in business. There is also a possibility the stroke control spring is broken. The brief engine start is to flush any debris out of the valve bore that may have caused the valve to hang up.
