You cannot expect a seller to take your word on something over the phone. If you want an item held you need to send a deposit, or, if you are not sure you want the item until you see it be prepared to have it gone when you arrive.
This is not new - it has always been so. A seller that holds an item based on the word of a stranger on the phone is a dope, pure and simple. As to sending a deposit you can do that via PayPal immediately.
