If there's no external generator or alternator, my guess would be it has an under the flywheel magnet system with a stator that produces AC. On those systems there's an external Rectifier (black box looking component with wires attached) which can go bad and replacement isn't hard or expensive. The other problem is the under the flywheel stator can go bad develop an open winding thus no AC voltage is produced. When running the two wires exiting out from the stator should show an AC voltage (I cant say the exact number, maybe 20 or more volts AC???) while the Rectifiers DC output might be near 13 or so volts depending on if working and coupled to the battery...
Look for a small black box with wires attached that being (if correct box) the rectifier and for near DC battery voltage on one terminal and higher AC voltage on the two stator output terminals when running IFFFFFFFFFF Stator and all else is okay
