I have rebuilt many running gears in my parade wagon hobby including John Deere and yours isn't a John Deere as others have agreed. Also, the bolt/washer/lockwasher/nut assembly attaching the tie rod to the spindle appears to be a repair solution. Normally this connection is a clevis pin secured with a cotter pin to allow free tie rod end movement. I rebuilt a couple of Gehl gears with the same tie rod connection as yours and both the tie rod ends and the spindle end had bronze bushings which I replaced and resulted in no-slop, tight steering. The both had clevis pins secured with cotter pins.
