Sorry to take so long to update this situation. I did get this tractor going and she runs like a top. The problem was a small fitting on the return line from the pump. Originally it had a plastic insert in it with a small orifice. This was either removed or fell out, wasn't caught the first time the pump was rebuilt but noticed when I took it back and had him go through it again. The replacement is all brass. Thanks for all your input. I hope this helps somebody else in the future.
