1641 Recall

I am having trouble with my PTO kicking out for no reason. I here there might be a recall on this. Also, mower will not start SOMETIMES and I can unhook the in-line fuse at the starter, take a wire and run from the hot side of the fuse and touch the starter and the starter will turn over but will not kick in the drive, after I rehook the inline fuse, it will then start with the key for several more times.

Any advise appreciated
