Not always true.
All my life, any time I wanted to buy something (and I'm from poor side of tracks!), if they're selling something I want, I either accept their price or I don't. If I accept it, then I'm happy to pay their price.
For example, I bought a 2000 Dodge 1500 a few years back. Can't remember what the guy was asking, but it seemed like there might've been a little room for negotiating. Still, I test drove the truck, checked out everything, did everything except crawl underneath. He had that truck purring like a supercharged kitty!! Yes, I bought it, and was happy to pay his price. He seemed surprised that I didn't try to haggle, but not everyone haggles.
If this guy had been someone who seemed clueless of used auto prices, then I might ask in a polite way, but the way I was raised, I usually either take it or leave it. I've even heard of some people that won't pay sticker price for things in a retail store. I just can't imagine going into an auto parts store and trying to haggle on the price of oil and a filter, for example. Seems to me like it would be highly insulting. ...But seems I'm in the rare group.

Minus two kids, we traveled light with only the youngest in tow. As long as a pool was at the end of our destination she was easy to please unlike the other two who have a multitude of requirements to travel with mom and dad. Amana Colonies served as a respite where we ate a family style lunch that sustained us with more food than could reasonably fit into our ample physiques. The show at Ankeny
