I'm not S.V. I would go across US-30 long before I would pull all those hills to get across 84and 80 to Little America WY. I used to run across there all the time with over size and legal loads in the winter at any time of the winter. The power plant over off of 30 keeps the route open for the coal trucks unless they closed it since I have been through there in the last 3-4 years. Remember they close 80 over the sisters and up to Evanston WY a lot of times with bad weather. I've not run into that on 30. The worst part of 30 is in ID by the highway shed there. Some of the most beautiful scenery is across there.
