European tractors that I have seen are required to have a hydraulic trailer brake function as normal equipment. My cousin in Sweden was using a Lamborgini tractor to pull "floats" which were loaded with excavating machinery like small track hoe. It was geared to go 35 mph. The taxes on heavy trucks was so high that he'd use farm tractors to bring heavy machinery to job sites and avoided buying buying a lowboy semi.
