Here is an idea. If a smaller diameter whistle ( 1/2'' to 1'' ) were mounted on a hole drilled beneath the opening of the exhaust pipe, it could be operated by closing the top of the main (larger) pipe. Maybe by a wire pulling down on a tight fitting rain cover. The smaller diameter whistle means higher air pressure.
I have not tried this, but the physics are correct. Please let me know!
