Pin jumping won't give pump power so putting a fuel pressure gauge on fuel rail(schrader valve) won't help. I fought this on a 2000 C2500 for months, connection check with multimeter said I had power. Truck would crank and have between 20-47 psi. It takes 52 psi to open the injectors. There is a small ground wire at rear of fuel tank that goes to frame. BIG POINT : on the passenger side front cab mount/starter area of frame is a braided ground strap if original equipment is still there. CHECK THAT CONNECTION !!! Mine looked fine until I touched it,then it crumbled into pieces. Would have enough juice to meter correctly but NOT START! Replaced ground strap with heavier cable and it ran, hope this helps. If truck will start and run with a shot of ether then put pressure gauge on rail.
