All rotary magnetos have an "impulse mechanism". "A mechanical device, known as the impulse coupling or starter, is installed between the engine drive and the magneto proper on a majority of rotary magneto installations. Its primary function is to intensify the ignition spark at low rotative speeds in order to facilitate engine starting".
"The impulse coupling uses a spring, a hub cam with flyweights, and a shell. The hub of the magneto rotates while the drive shaft is held stationary, and the spring tension builds up. When the magneto is supposed to fire, the flyweights are released by the action of the body contacting the trigger ramp".
A good test when cranking an engine by hand, is to listen for the click of the magneto impulse mechanism. No click probably means that the magneto is not going to produce a spark at low cranking speeds. At higher engine speeds, the impulse mechanism is disabled.
