As for timing that's correct, line up the slot with the pin in the gear, then line up the scribe mark with zero on the block plate and your done.
As for the spring in the new pump, "leave it alone" if it's the correct pump for your tractor it'll already be set to proper spec, put the pump on and run it.
I've been around Ford tractors my whole life and have used and worked on models with CAV pumps for nearly 50 years, I'll replace the top gasket and vanes in the transfer pump, but for anything else I send it to a pump shop, to me once a pump is disassembled and put back together it needs to be put on a pump stand to be checked and recalibrated.
