thank you for that info.I did notice that it stops surging a bit if I play with the choke.I was concerned that I re-assembled the gov.properly.I also had the distributor rotate in base,but pretty sure I got it timed correctly.the carb was laid on it's side for a couple weeks while waiting to get the crank back.The tractor also has excessive crank time to fire.I know I should go "back to basics".but wanted to make sure the gov.was assembled properly before chasing my tail.I can't find any info on installing & setting up the gov. other than linkage.I will look at carb & vac. lines 1st,then linkage.
