Before you jump to the worst case with the head drive being broken, make sure the throttle linkage is loose. Those have a habit of sticking when they sit even a short time. Under the head there is a cover, pull the cover and move the throttle lever and watch to see if the throttle arm is moving. It's hooked to the governor by a light spring and if it sticks at all it won't move. If it doesn't move you can try to work it and see if it gets loose. If it won't get loose you can pull it, but be careful as there are small parts behind it that can get lost. Do not buff it as it needs to fit tight, just clean it with solvent. It should move freely when you move the throttle.
