What SV said is probably correct - two-way plows are often run deeper than regular plows. Typical plowing depth in irrigated country is usually 10+ inches. Where I grew up in Colorado rollovers where the only kind of plow you ever saw and the farmer I worked for ran 3 bottoms on a Deere 4030 and it was a full load. Other neighbors ran 4 bottoms on a Deere 4240 and an IH 5088 and that was all those tractors wanted. However, if the plow is set to go no deeper than what a 1-way plow would than the power requirement shouldn't be any different. The hitch load is of course a lot greater which dictates the minimum size of tractor you need just to handle it, though.
