Duane, I have a friend who had just completely overhauled his model R and was letting it set and run to break it in. It would surge like yours and it finally ran away with itself and he said it was running at a real high RPM and he was holding the decompression lever back when it locked down. He said the bearings on the governor went out on it. You might check your governor and save a lot of trouble and heartaches. Merry Christmas. Shorty
