Starting problems with 8N Ford tractor

I have a later model 8N Ford tractor, I've had
the engine rebuilt, a new distributor, a new
carbrator, starter rebuilt,new voltage regulator.
This tractor has run since this has been done.
But if you let this tractor sit several weeks
you can go out and try starting it, it only keeps
turning the engine as if you left the key off.
Why is this? and what can I do about it?
