Look in under the tractor on the right side. There is a long link with a valve in the middle approximately 2 feet from the back end. If it is bent it will make it hard to steer or even not steer much. If it is good and has set for a while then it has probably lost prime in the pump. If the brakes and rear remotes all work then I doubt the spline is bad in the clutch. If it is in the flow side change filter and recheck oil level. You could also try over filling though I have not found that to work for me. Back to the linkage. Where that link connects to the arm on the inside of the frame at the rear.You will see where there are bolts through the shaft. Check that they are not sheared off. That long link will usually bend where the 3/4 fine thread end is. Some times that bends the valve inside enough it will not move thus no steering. If it will only steer one way. In by the starter there is a pilot valve with 2 end caps like. The seal (o-ring) I believe it is bad and can allow it to only steer on way.
