Carb problems Schebler TSX-120 on Oliver 60

I do not seem to be able to get the high speed adjustment proper on a 1941 Oliver 60.

If I run with the choke on it is ok, but I can take the mixture screw right out and it is still not too rich with the choke off. I have torn the carb down, soaked and rebuilt it with no improvement.
