Many forklifts use hoses looped over guide pulleys. There is usually a bracket that goes over the pulley to keep the hose from jumping off. Sometimes they get bent or left off by the last technician that worked on it.
It may take a special hose, has a plastic type jacket. Be sure to specify what you are working with when having the hoses made and that the lengths are critical. Don't assume the hoses that are on it are right, someone may have been there before.
As far as getting them routed through, you do what you gotta do. Tie a wire or rope to the old hose and fish the new one in. Take pictures before disconnecting anything. Sometimes things have to come apart. Look the situation over before disabling it, it may need to be in a specific position to access everything. Just make sure everything is secure before reaching in there!
