Could be that the brake drum is rusted enough to stop it from turning, front and back wheel. Some of those had an aluminum block engine, they are quite hard to find since many warped the block or head due to overheating which in itself, resulted from blown headgaskets due to failure to retorque the headbolts at the proper interval. If it has a remote oil filter, usually located on the upper left front of the engine, it's likely the cast iron block. You may be able to demand a higher price for it if it has a good aluminum 196.
