There were many small farms in Europe during the 60's and 70's. I remember my first trips to Europe in the early 70's and only saw this type of small tractor with a side mounted mower.
I worked with Claas, at the factory, over a period of five years and a lot of the workforce would be bussed in at about 6 am, would work through to 3 pm then go home and work on their own small farms. Farm size was decreasing due to the laws of heritage which said every member of the family had a right to a piece of the family estate.
They were also used as transport for shopping etc. hence the seating on the tractor wings.
