OK, final time here. I put paper between the current regulator points and the voltage regulator points and checked the ohms between the F termimal and case ground. It went to 0 ohms. Then I pried the two tabs on the end of the resistors that attaches to the F terminal up and away from the insulator behind them. Just a twitch, not far but far enough so they did not touch the insulator. After doing this I had 6.3 ohms between the F terminal and case ground. I shined away some rust and tested OHMs between the tab on the left in the picture and case ground since this resistor terminates at the case with a rivet. 6.3 OHMs. I checked OHMs between the tab on the right in the picture and the end of the stud with the nut where the other end of the resistor terminates. 6.3 OHMs here also. I put everything together and fired her up. At a high idle with a fully charged battery it was putting out 50 amps but was not pegged. I lightened up the spring tension on the current regulator points and got it down to 25 amps and 7.8 volts. now I was getting somewhere. But pretty soon the amps crept up to 50 and the volts 8.4 with the engine screaming. When I manually separated the current regulator points it still charged at 50. Putting the cap on made no difference. So this is where it sits now. I thought I had the cat by the tail but it got away from me.
